To various district-level sub-bureaus of the Municipal Planning and Natural Resources Bureau, various district-level sub-bureaus of the Municipal Public Security Bureau, Guangzhou Real Estate Archives, and the Division of Household Management under the Municipal Public Security Bureau:
To thoroughly implement relevant requirements of the Regulations on Improving the Business Environment (Order No. 722 of the State Council of the People’s Republic of China) and the Opinions on Guiding the Further Advancement of the Convenience of Review and Approval Servicesissued by the General Office of the CPC Central Committee and the General Office of the State Council, further facilitate the access to review and approval services, and improve the business environment of Guangzhou, relevant matters are hereby notified as follows in consideration of the realities in Guangzhou and per relevant regulations such as the Regulations on Improving the Business Environmentand the Regulations of Guangzhou on Improving the Business Environment (Announcement No. 68 of the Standing Committee of the 15th Guangzhou Municipal People’s Congress):
I. Strengthening the sharing of information related to real estate registration information enquiry. Guangzhou has achieved the sharing of frequently used service data, such as resident identity cards, resident household registers, business licenses, marriage certificates, divorce certificates, medical certificates of birth, and notarial deeds, between the public security bureau and relevant departments. Such information has been comprehensively applied in real estate registration information enquiry services to exempt applicants from submitting relevant hardcopy documents, hence enhancing the capacity and standard of real estate registration information enquiry to facilitate the access to relevant services for and bring benefits to the general public.
II. Deepening the sharing and application of real estate registration result information. The planning and natural resources departments shall share real estate registration results (including electronic real estate license information) with the public security departments via the data interface of the government service information connectivity platform, to assist the public security departments in verifying real estate registration information and simplifying materials required for handling household formalities.
III. Simplifying the procedures for handling household formalities. When applicants seek to complete the formalities for the migration of household registration, the household counters at the public security departments shall handle the formalities according to the real estate registration result information (including electronic real estate license information) provided by the planning and natural resources departments, while the applicants are exempted from submitting the hardcopy of theCertificate of Personal Real Estate Registration Result Query.
