Sui Yi Bao Gui Zi [2019] No. 3

To all parties concerned:

　　To reduce the payment burden on enterprises and persons in flexible forms of employment, the Guangzhou Municipal People’s Government has approved the decision to continue the temporary reduction to the contributions ratio for employee social medical insurance premiums in Guangzhou pursuant to relevant stipulations of theGuiding Opinions on Further Enhancing the Management of Basic Medical Insurance Funds (Ren She Bu Fa [2009] No. 67), Guangzhou Municipal Regulations on Social Medical Insurance, and Guangzhou Municipal Social Medical InsuranceMeasures (Decree No. 123 of the Guangzhou Municipal People’s Government). Relevant matters are hereby notified as follows:

　　1.  Social medical insurance premiums paid by employers shall be reduced to 5.5% of the payment base, while that for persons in flexible forms of employment, retired persons who have been granted payment extensions, and unemployed persons is reduced to 7.5%.

　　2.  This Notice shall take effect from July 1, 2019 for a period of three years. TheNotice of Guangzhou Municipal Human Resources and Social Security Bureau and Guangzhou Municipal Finance Bureau on Temporarily Reducing Employee Social Medical Insurance Premiums(Sui Ren She Gui Zi [2018] No. 14) is concurrently repealed.
