The report outlines strategic plans for key areas in Liwan District, including the Baietan Central Business Zone, Hailongwei Science and Technology Innovation Zone, and the enhancement of various commercial hubs and transportation infrastructure.
Baietan Central Business Zone
The report emphasizes the progress in constructing the Baietan Central Business Zone, situated at the convergence of Guangzhou's central urban area and the Pearl River waterway. Recognized for its geographic advantages, the district is a vital undeveloped industrial land in the central urban area along the Pearl River.
Liwan District aims to leverage projects and reforms, focusing on high-level planning and layout along the Pearl River (Liwan section). Efforts are concentrated on a three-year action plan to accelerate the construction of the Baietan Central Business Zone, contributing to high-quality development along the Pearl River.
In 2023, the Baietan Central Business Zone successfully auctioned eight land plots, releasing approximately 620,000 square meters of construction space. Key projects, including the Etan No.1 Headquarters project and COCO park, have made significant progress. The Baietan Greater Bay Area Art Center is expected to be completed in 2024, with active construction ongoing on White Swan Pond Avenue.
Hailongwei Sci-Tech Innovation Zone

Located in the western part of Liwan District, adjacent to Nanhai District in Foshan, the Hailongwei Sci-Tech Innovation Zone covers an area of about 21 square kilometers. With four industrial clusters, including Baihesha Industrial Park, Longxi Avenue Industrial Park, Lingnan V Valley, and Parc Pearl River, the zone covers a total land area of 872,000 square meters, with a total construction volume of 1.975 million square meters. In 2023, 28 industrial projects in the Hailongwei Sci-Tech Innovation Zone progressed smoothly, contributing to the development of the area.
Shangxiajiu-Yongqing Fang Commercial Zone
The report emphasizes the promotion and upgrade of urban commercial districts, with a focus on enhancing upgrading the Shangxiajiu-Yongqing Fang Commercial Zone.
Shangxiajiu, China's first commercial pedestrian street, is located in the central area of Liwan's Xiguan. Housing numerous commercial shops, including renowned brands such as Tao Tao Ju, Lin Heung Tea House, Guangzhou Restaurant, and Huang Shang Huang, the street has was rated earned recognition as one of "China's Top Ten Food and Tourism Streets" in 2023.
Yongqingfang, in the core area of Xiguan, is home to well-preserved arcade buildings and various intangible cultural heritage, attracting both domestic and international tourists.
Liwan aims to transform the Shangxiajiu-Yongqingfang Commercial District into an immersive international business, cultural, and tourism exchange platform, integrating Lingnan culture with international influences.
Huangsha Aquatic Products Market

The second phase will connect to the Ruyi Fang Tunnel onin the north and the Guangzhou-Zhuhai West Line onin the south, passing through key locations such as Fangcun Avenue, Guangzhou-Sanshui Railway, Suiyan Road, Huadi Avenue, Longxi Avenue, and Huadi Avenue. The project's current phase involves ongoing demolition and resettlement efforts.
